Sometimes you manage someone; sometimes you are managed by someone! If you are married and have kids, then you are a manager at home. [Here I mention as “a manager” but not as “the manager”, because your spouse is the other manager at home whether you like it or not…!] If you possess a managerial position in the organization that you work for, then you manage the employees who work under your management. If you are employed and you are not the CEO, then it is clearly obvious that you must report to your management, in other words, you are managed by them. Many administrators (both in government and private sector) have managerial responsibilities.  Many professions have various types of managerial responsibilities as well as capacities. Engineers, doctors, university administrators, professors, school principals and many other professionals get the opportunity to manage their subordinates at a certain level of their professions. So, it is very important these managers know how to be successful in managing people!

One of the key achievements envisaged in “Mahinda Chinthana” is achieving the status of a Knowledge Hub for Sri Lanka by the year 2016.  This is a huge challenge for a country with a primarily state funded higher education sector though we have witnessed some opening up of opportunities with the private sector funded fee levying courses.  In this article, attention is mainly focused on the state sector universities that numbers 15 at the moment with full time courses and the Open University concentrating on “Distance Learning Mode”.

Introduction


It is worthwhile to mention that the contracts in the construction industry are more complex than all other type of contracts by its nature. This complex itself has paved the path for the disagreements between parties concerned to such contracts. As such it is high time to explore the available options or to create new alternatives to address this issue. In order to address the aforesaid requirements, a method called Dispute Review Board has been introduced by certain types of conditions of contracts. The DAPs Australia suggests that the DRB was first used in 1975 as a response to the high incidence of disputes being encountered on Tunneling and Dam projects in United States. As far as the FIDIC conditions of contracts are concerned this has been named as Dispute Adjudication Board. All these fall into the category of Alternate Dispute Resolution Methods. At present various guidelines and procedures have been introduced to strengthen these systems. Dispute resolution can be categorized into two main categories and they are Judicial dispute resolution and Extra Judicial dispute resolution or Alternative Dispute Resolution.

It will be a great trend if undergraduates start involving in research projects in the universities during their stay. In Sri Lanka, we need undergraduates to move into researches because then there will be new findings in terms of newly grown ideas. So, universities and their administration should focus more on this fact as it is a national need as I feel. Academic programs should concentrate on theoretical work, practical work and written examinations but meantime if they show more flexibility in time tables, teaching times allowing undergraduates to think autonomously and engage in researches with their lecturers, professors or even industry people it will be a great booster for the contemporary university system of Sri Lanka.

Fifth Engineering Faculty in Sri Lanka was declared open by his Excellency the President of Sri Lanka, Mahinda Rajapakse on 5th February 2013 at the South Eastern University of Sri Lanka at Oluvil, in the Eastern Province. 

First intake of 100 students have been enrolled from various parts of the country from 2011 advance level batch and academic activities have already commenced since 27th of May 2013.

The Faculty has 5 Departments offering field specialisations in Civil, Electrical, Electronic, Mechanical and Software Engineering. The curriculum was developed according to the Washington accord and satisfying the IESL accreditation requirements, with the consultation of group of Senior Professors and Senior Academics in the field of Engineering. In future, it is planned to further expand the studies to more Engineering disciplines related to regional and national development.

It should be highlighted that the Vice Chancellor Dr. S.M. Ismail has been very instrumental in establishing the new Engineering faculty at the South Eastern University.

The winner of  the Institution of Engineers, Sri Lanka (IESL) Junior Inventor  of the Year (JIY) competition 2012, Master Pubudu Kapuge,  has done Mother Lanka proud by winning  several top awards at the 2013 Intel International Science and Engineering Fair  (ISEF), in Phoenix, Arizona.

Pubudu Kapuge, a product of Mihintale College, has won the First Award of  US$3,000 for his project "Ridge cutting machine”,  in the Electrical and Mechanical category at the Intel ISEF 2013 Grand Awards Ceremony held last Friday (17), by the Society for Science and the Public, in partnership with the Intel Foundation.

According to Eng. Jayavilal Meegoda,  Vice President of IESL,  Kapuge’s project has also won a special award, at the Special Awards Ceremony, Thursday night.  He has received a  US$500 cash award from the Ashtavadhani Vidwan Ambati Subbaraya Chetty Foundation.

Over 1,600 high school students from 60 countries had participated in this year's Intel Science and Engineering Fair, the world's largest pre-college science competition, from May 13 -17 in Phoenix, Arizona. They had competed for awards and scholarships worth nearly four million dollars.

In 2008,  JIY winners had the opportunity to participate in the esteem Intel ISEF competition. So far, they have won 08 international awards to their credit. Junior Inventor of the year competition conducted by the Institution of Engineers, Sri Lanka to promote creativity and innovation among the future generation for last 28years.

Building Services Engineering Sectional Committee requests your support
The Building Services Engineering Sectional Committee (BSESC) has identified many shortcomings and lapses in the practice of building services engineering (BSE) in Sri Lanka and it is working towards overcoming these deficiencies and uplifting the quality of facilities and services in local building construction industry. To achieve that BSESC has already taken steps to;
1.   Promote BSE in the local construction sector by creating awareness on the importance of BSE among building developers and the professionals involved in planning, design and construction of buildings.
2.   Publish a directory of the Corporate Members of IESL who are competent to practice BSE and deliver their expertise knowledge. Building Development Regulations of the Urban Development Authority stipulate the requirement of BS engineer’s certification for certain building categories.
3.   Contribute to regulatory bodies by assisting in preparing and updating of BSE related regulations, specifications guidelines etc.
4.   Contribute to professional development of BS Engineers by conducting CPD courses, workshops, seminars and technical and management lectures etc. 
5.   Make available the BSE related text books, codes of practice, guidelines, specifications and standards etc. in liaison with the IESL library.
6.   Acquire due recognition of BS Engineers in the industry and as well in the society.

Recent Activities

Knowledge Sharing Lectures
BSESC started short technical lectures at the end of its monthly meetings as value addition so that the expertise knowledge is shared among all participants.

Recognised places for Training of BS Engineers
BSESC is in the process of identifying and evaluating the institutions that can provide necessary training for engineers who intend to professionally qualify as Chartered Engineers of IESL in BSE discipline.

Field visits
BSESC recently conducted two field visits giving the opportunity to building services engineers to acquire knowledge on technological applications, maintenance issues etc., in various building services.

 Engineers who visited the Twin Towers of WTC were able to study how the design and maintenance of various building services and facilities in this large commercial building is done. BSE sectional committee is grateful to Eng. Indradeva Mendis & Eng. Prasanna Narangoda who and staff for make the visit success.


Field visit to the Building of Nikini Automation Systems Pvt Ltd. 16th March 2013
BSESC Members experienced the automated, energy efficient and environment friendly building developed by Nikini Automation Systems Pvt Ltd. This building is a show piece of real blend of passive controls and modern technology.
BSESC is grateful to the MD Mr. Upendra Weerasuriya and his staff for making the visit success.

Some Glimpses of the Visit to Nikini Automation pvt Ltd.,
Eight engineers participated in the ½ day field visit on 16th March 2013 to Nikini automation building at Kirulapana organized by BSESC.
·               This 4 storied building has 800 m2 of floor area for office and technical facilities.
·               It consumes only 22 kw which is delivered from 32 kw PV power plant. Net metering system of CEB has made it possible to gain 5000kwh in credit
·               Building capsules are designed to shade the solar heat gain while allowing sun light into the working area.
·               Shading outside the automated louvers ideally controls solar heat gain.
·               Occupancy and light sensors eliminate the need of many manual switches while internal LED lighting saves energy.
·               VRV type A/C s are also inverter driven and maintain 25oC room temperature.
·               The installation done by Nikini is designed for longer run while maintaining solar power conversion without reducing efficiency for 4 years.
·               The building is a good example to energy efficient design well suited to local climate.




Registration of BS Engineers with IESL and UDA
Corporate Members of IESL who are qualified in the various specialties under BSE Discipline have been selected for enlisting in the IESL Directory of Building Services Engineers-2013. These members become eligible as Qualified Persons under the Building Development Regulations of the UDA.

Working group activities for updating fire regulation
A working group of selected BS Engineers has dedicated their valuable time in contributing with knowledge and experience in the development and revision of specifications for Fire Detection and Protection Systems associated with Buildings. BSESC embarked on this task on a request to the IESL by ICTAD in connection with the updating of fire regulations and codes of practice by ICTAD. The working group has come up with a final draft after several sessions of deliberations.

Revision to SCA 8-Specification for M & E works
A working group of selected BS Engineers and sub-groups including experts are currently working on the revision of SCA 8 that was published 10 years back by ICTAD.

Get together of BS Engineers- 2013
A get together of BS Engineers was held on 31st March 2013 at Paradise Beach Hotel-Negombo.

An Annual Get-together is being planned to promote goodwill and friendship among the BS Engineers and their families.


BSESC appeal all practicing engineers to be a volunteer for making pathway to prospective carrier in BSE.
